Internet Access Options for Heartland Districts

Comcast Internet Esssentials

Comcast Internet Essentials is a program for families and other low-income households who currently do not subscribe to Internet at home. Xfinity Internet customers are not eligible for Internet Essentials.

You may qualify for Internet Essentials if:

      1. You are eligible for public assistance programs such as the National School Lunch Program, Housing Assistance, Medicaid, SNAP, SSI and others.
      2. You live in an area where Comcast Internet service is available.
      3. You are not an existing Xfinity Internet customer and have not subscribed to Comcast Internet within the last 90 days.
      4. You have no outstanding debt to Comcast that is less than one year old. Households with outstanding debt more than one year old may still be eligible.*

Fill out the online application:

  • Access the application on a computer or any mobile device. You may be instantly approved.
  • We'll review your completed application and let you know through SMS, email or snail mail if you are approved. If we need documents the fastest way to submit is to take a picture with your phone and upload right in the application!
  • If approved, you could have a home Internet connection in 5-7 business days. Use the step-by-step guide included with your Internet equipment (which includes a modem and WiFi router) to set up your service.

*Due to the Coronavirus emergency, households with outstanding debt owed to Comcast may be eligible for Internet Essentials. We are waiving this qualification if you apply and are approved by 5/13/20. After 5/13/20, standard eligibility rules apply.

Updated information regarding the COVID-19:

  • New Internet Essentials customers will receive two free months of Internet service if they apply by April 30, 2020. After promotion, regular rates apply.
  • For all new and existing Internet Essentials customers, the speed of the program’s Internet service has increased to 25 Mbps downstream and 3 Mbps upstream.
  • Households with outstanding debt owed to Comcast may be eligible for Internet Essentials. We are waiving this qualification if you apply and are approved by 5/13/20. After 5/13/20, standard eligibility rules apply.

CenturyLink Lifeline for Florida

Services Provided

  • CenturyLink's Lifeline service provides access to voice, emergency and operator services, directory assistance and toll limitation for qualifying low-income consumers.
  • Unlimited local usage within CenturyLink's defined local calling areas is provided as part of the plan. Additional charges may apply for expanded local calling options.
  • Long-distance charges may apply.
  • Customers can also apply the discounts to their qualifying broadband that meets the Lifeline requirements.
  • Only one Lifeline discount is allowed per household.

Lifeline Discounts

Lifeline provides a discount of up to $9.25 on monthly service for qualified subscribers. Residents of American Indian tribal lands may qualify for up to an additional $25 of enhanced Lifeline support monthly. They may also qualify for the Link-Up program, which helps tribal consumers pay the initial installation costs of obtaining telephone or broadband service. Link-Up provides a credit of up to $100 for the initial installation charges for tribal consumers.

How to Qualify

Lifeline eligibility is determined by the Federal Communication Commission’s (FCC) Lifeline National Verifier. Qualifying customers (or a qualifying member of a household) must have household income at or below 135% of the Federal Poverty Guidelines or participate in one of the following programs:

  • Federal Public Housing Assistance
  • Food Stamps
  • Medicaid
  • Supplemental Security Income (SSI)
  • Veterans and Survivors Pension Benefits

An individual living on tribal lands may qualify for Lifeline and Link-Up discounts if he or she meets the criteria stated above, or participates in one of the following programs:

  • The Bureau of Indian Affairs General Assistance
  • Tribally Administered Temporary Assistance to Needy Families
  • Food Distribution Program on Indian Reservations
  • Head Start (only for those households meeting its income qualifying standard).

Please be aware that only one Lifeline discount may be received per household, even if the household has more than one telephone or broadband account, including landline or wireless phone service. Lifeline service is not transferable, and only eligible consumers may enroll in the program. Documentation of eligibility may be required to enroll. Consumers who willfully make false statements to obtain Lifeline telephone service can be punished by fine or imprisonment and can be barred from the program.

Lifeline National Verifier Applications

You can either use the online application or the paper application to apply for the Lifeline discount through the National Verifier.

If you use the online form, you may be required to upload documentation of your eligibility. Be sure to have images of those document ready for upload. You will be told your eligibility results for the Lifeline discount within a few minutes of completing the online form.

Paper Applications:

If you use the paper application, please return completed forms along with copies of eligibility documentation to the Lifeline National Verifier at the address provided on the application. It may take up to 10 days for the Lifeline National Verifier to receive, review and reply to your request for approval. Provided documentation will not be returned.

Once approved for Lifeline by the National Verifier, please contact us at CenturyLink to request the Lifeline discount. You will be asked for the following information to allow CenturyLink to find you in the National Verifier database.

  • Your first and last name
  • Your date of birth
  • The last four of your social security number
  • Whether you live on tribal lands

Requirements

One or more members of your household must be a recipient of one of the following assistance programs:

  • National School Lunch Program (NSLP)
  • Community Eligibility Provision (CEP) of the NSLP
  • Supplemental Security Income (for applicants age 65+ only)

Programs that do not qualify for Spectrum Internet Assist: Social Security Disability (SSD), Social Security Disability Insurance (SSDI), and Social Security Retirement and Survivor Benefits are different from Supplemental Security Income and do NOT meet eligibility requirements.

Hotspots at Home

Xfinity WiFi hotspots

Xfinity has made hotspots located at businesses and outdoor locations available to anyone who needs them for free during the COVID-19 national emergency, including non-Xfinity Internet subscribers:

  1. Go online to wifi.xfinity.com
  2. Use 'Find a Hotspot' and enter your city or zip code
  3. Go to location of hotspot

Look for "xfinitywifi" in the list of available networks on your device. Most are located in businesses and outdoor locations. Please follow health and safety guidelines, as outlined by health officials. (if WiFi requests a password, you are connected to a residential network.)
